After I file charge back with my bank. Paypal sent me this email:

It investigates and refers complaints to law enforcement agencies that have jurisdiction in the matter.
96% sure that you won't get your money back for filing a report with The IC3. But...
If many people do it, the IC3 will have more proof to go after Colocrossing.
