Had a similar problem on a KS in BHS a couple of years ago. After around 2/3 weeks they changed something on their end and it fixed the issue (and this KS server became one of those 1Gbs dl / 100Mbs ul KS servers).
Could be not related to your issue. But it's strange that they found no solution and let you wait that long. Enjoy your hetzner dedi, please let us know how it goes for US/south american traffic when your site will be up and running on this beast!
