It would be tight, but yes. You can also use a lot of the RAM as a RAM disk to extend that space.
you could serve all sorts of stuff with 20GB of space and you probably would want to install linux on this, which you can easily do.
17GB RAM disk + 20GB disk = 37GB disk + 1GB RAM :P. Alternately, you could use it as a relay/hub between servers for transcoding stuff.
You don't have to run Windows... Install a lightweight Linux distro instead. The Virmach KVM servers run Linux fine, and their support will mount any ISO for you

Machines with large ram small disk make excellent cache machines.
There was a package of similar spec (2GB ram, 3 cores, 75G ssd) for around $12.5 just 2 hours ago.

Suppose you have a computer that serves websites. It's becoming heavily loaded and you want to offload the hits for it. You can use a CDN (Content Delivery Network) like Cloudflare to do that but if you want more control over what and where you serve you can set up a server with a lot of ram that is the public face of your website and is the only computer that connects to your main website machine and caches (keeps copies) of the main machine's static pages in ram to serve instantly.
