I stepped out for a few hours to feed myself for the first time today, came back to 107 emails, 18 tickets, 57 orders, 8 PM's here and 15 notifications... all caught up now.
As a general rule as long as you are not impacting others then you will not be restricted however as a guide line we ask that you do not average over 60% of a CPU core/thread for more than 24 hours on average or 100% of a core/thread for more than 1 hour.
So should be fine for seafile, nextcloud etc (assuming you have enough ram)

Those terms don't apply to the storage servers, you can use 100% of your allocation 24x7 CPU wise. I should really get that updated.
