Shared Hosting = LAMP on VPS
If you don’t have special needs (eg. Django, rails, node) go with shared. It’s simpler to manage.
Vote for VPS + Cpanel/WHM. That will be the most flexible and budget solution. But only if you do not care about performance. If performance important for you - then dedicated only. There are cheap dedicated servers, which can be compared to vps prices.

Vps + cpanel is not budget solution. For low Traffic and hobby website, just use shared hosting.
VPS + Cyberpanel (for litespeed server) or VestaCP (for Nginx)
There has and always will be a market for shared hosting, particularly for those small businesses in which budget and ease of use is of paramount importance. For them it's a set and forget solution, which is what most need. Of course most people here will say a VPS, but asking here isn't the same as asking your average Joe.
