Because this is the stuff that usually happens if you don't take care about chargebacks.

Also, cc can be charged back too.
If you want to offer him the ips then fine. I asked a simple question to the op what company does he represent. Well I never got a straight answer but kick rocks. So that raised a red flag right there. Please if dealing with them use a payment we they can't chargeback.

Highly unlikely at that price. VPNs will attract abuse too, so better find someone who doesn't care about their IP range being put on some blacklists.
Because preparing for the worst is far better than being in happy thoughts and remain unprepared.
Always assume that people are out there to scam you because ... they in fact are trying to scam you.

We were the provider of OP in Russia and he rent a /27 from our subnet.
At least 14 Spamhaus records were generated in Mar and Apr and our entire /24 was blocked for Cybercriminal hosting in Jun.

Since the OP's earlier thread was closed ( https://www.lowendtalk.com/discussion/152027/cheap-24-subnet-for-vpn-service-needed#latest ), I would suggest closing the present one as well (together with a warning).
We no longer provide additional IP address / subnet but you can bring your own IP :-)
Also, OP is running a VPN with port forwarding feature and it's the cause of abuse reports. We have lots of customers running normal VPN service (without port forwarding feature) and almost have none abuse reports.
