There seem to be 2 APIs and none of them is free. The website translate widget seems to be free tho.

just by googling what you wrote brought me to this page that has all the pricing information, and on the same page, you find samples that includes PHP.
there are ways around paying, but nothing official and they are cracking down on it, so i would suggest looking at some other translate api that is free
