Looking for 2x dedicated servers with cheap multi-IP blocks in the US, For example: 8x13 or 16x13 ips, maybe there will have more order in the future.

as a starter, you won't get that much IP. Mostly provider require 80% usages of allocated IPs.Do you have any dedi configuration in mind?
