i need a vps that :
have 1 GB RAM
have 1 core cpu
from this ip range :
75.144.0.0 - 75.151.255.255

are there any vps provider?

    No, they are a residential ISP, they do not provide VPS and if they did they would not provide them on a dynamic DSL IP range.
