Any lowend colocation provider for a 1 U near Northern Virginia?

I am not comfortable to ship my server, Dell R610, as it is big and needs care.
I would like to deliver myself if I can if any provider has a reasonable/lowend colo package for a 1 U in Northern Virginia.
I hope to get at minimum:
1 Amp @ 120V
5 Usable Address (/29)
1000 Mbit port
20 TB Monthly Transfer

True story, low end colo is very rare
It is a dual 5650 with 32 gig ram. I have an offer for $49 in NY for the specification. But I do not want to ship it. I can drive for 5 hours and drop it but have no time now. And I will be comfortable knowing my server is near...meaning nothing though ^^...
@yongsiklee - Is West Virginia too far for you? I can see what we can do with your minimum requirements.
