Another option is @gestiondbi and @VirMach, really stable servers from all of them.
Probably better to specify desired locations and IPv4 dedicated or shared needed avoid a lot of cheap NAT VPS suggestions.
Vultr has $2.50/mo option too. Any VPS provider like HostBRZ has $1/mo service as well.
IPv6 only. That madness for VPN purpose for non experienced user.
I'd recommend you to LowEndSpirit. I am using 128MB VPS and it working like charm for my OpenVPN

Vultr is a tricky. They only allow one click openvpn on their 5 usd/mo plan.
And i just couldnt install it via ssh.
what? you cant do anything with root access? I recommend you to just go for vpn providers, there are lot of cheap as low as $2/month with multiple locations to choose.

I made a blog post about setting up OpenVPN with Gullo's. 256MB is possible with no swap. I had to use Ubuntu 14 32-bit. Other people said they can configure OpenVPN with less. There's a good script that will just ask you to enter in values and it'll set it up for you.
NAT VPS is a little more tricky, so I still recommend a VPS like HostBRZ for $1/mo (check LowEndTalk thread) that gives you root access and a IPv4.
Which Vultr location are you looking for? Is IPv4 a requirement?

I've bought ImpactVPS yearly openvz for $6-12 a year.
There's Virmach KVM that were $5-$15 annually.
Then there's I think, Hiformance for $12/yr.
@mailinabox: does sigavpn also offer wireguard (vpn)?
All the specs I initially received for Hiformance (3 yr prepaid) all change. They underclocked my CPUs, so it is 75Mhz now from 1.25Ghz. No warning, no communication. I've had better luck with HostBRZ and vmbox.
With a 5Mbit port, that's going to be great for VPN!
So far, XEN and Unmetered for $1, For basic VPN just fine, if you not stream FullHD videos.
