I was searching for China VPS too. It's a painful task. But I managed to get one now, so I just sharing my little experience here. I hope can helped someone here. You will need to understand a bit of Chinese to get this done (Try Google Translate).
Based on my experience, these can be done within 1 hour. But everything done manually. Please note that you cannot host a website in these China VPS. But you can use it for monitoring / VPN purposes.

Negative. That term usually refers to shared web hosting.
Be very careful on proofreading the description, and make sure you'll actually get a VPS, not some cpanel access.
