I have malwarebytes paid version + bitdefender
no problem found there..
this fix works for a few mins, then it stops working.
Check these registry settings:
HKEY_CURRENT_USER\Control Panel\Desktop\DragHeight
HKEY_CURRENT_USER\Control Panel\Desktop\DragWidth
Maybe it got disabled.

Ok - that's the normal setting. Can you offer a bit more information?
1) Is Windows fully patched to latest version?
2) when you say that you can't drag/drop - does that mean for all apps? What if you try to drag/drop a file from the desktop to a folder? Is drag/drop failing for all apps?
3) Are you doing this by accessing a physical computer on the mouse/keyboard? Or are you accessing remotely via RDP?
4) Is this a virtualized desktop?
5) Have you tried rebooting?
Reinstall.
If you are using a trackpad on a laptop, you may have a touchpad driver installed which controls drag and drop. Both the Elan and Synaptics drivers appear to have drag and drop overrides.
To check - start Control Panel, look at the Mouse settings. There may be tab for the touchpad driver which may have drag-and-drop settings that you can set.
Also - if that doesn't work - try disabling the touchpad and use an external mouse. That would at least help you isolate the source of the problem.
Or simply Linux .
