VPS [ RDP ] & Locations With Best Peering

Hello guys, just joined LET today.

Actually I was trying to get a VPS [RDP] for uploading & torrenting purposes but can't seem to find any RDP providers here. Is it better you use a VPS for that purpose ? Preferably Windows VPS [Well, I really don't know how to use Linux :-P ]

Can't decide on the location as well. I think NL is one of them because most filehosts & seedboxes are located in NL. Anyone can suggest locations with good peering ?

Also please suggest good budget VPS providers around $10/m in the locations.
