File not found error on Centos 7 Virtualmin

Hi
I am trying to run a cgi script but every file url i put into my browser gives wasnt found on the server error.
Also the server ip gives permission error.
I am sure permissions of cgi files are okay and they are the correct paths.
So what would cause this?
