    Last I tried all of those promos are disabled and they don't have small plans anymore

    LocaWeb has the cheapest VPSes in Brazil AFAIK:

    512MB RAM, 20GB SSD, 1TB transfer @ 50Mbps goes for 17,99 BRL, which is just under $5

    I used to have a VPS with them and it was alright, but not quite stable enough for my use case (gameserver), especially at peak hours.

    Too cheap for Brazil.
    Even host1p did divert my traffic to usa all of a sudden.
