Protecting against TCP attacks is something almost any DDoS protected provider can do. There is no "100Gbps TCP attack", so you have something wrong or your needs are grossly overestimated. Not many hosts can protect VPN servers well, NFOServers (Internap) is the only network that seems to do it "ok".
I bet he means SYN-ACK floods. Not sure if these really are such a serious problem but then from what i read a ton of devices really sends an ridiculous amount of retries so maybe it's possible to get a worthwhile amplification factor. Should be dead easy to filter though with a lot of them coming from port 80 and such.

Can you please tell us, where did you get info, that you have so big volumetric DDoS attack? Because someone said it to you, or how? Earlier, in my past experience for receiving some details about DDoS I spent tons of energy and time for contacting DIRECTLY via phone network administrators (from totally different country) and talk with them and extra payments.
If your budget is $30, then you are overestimating how much people care about whatever game server you are hosting.
Nobody has the time and money to launch massive DDoS attacks to some tiny gameserver that you host.
