I would go with ramnode, at least a 256mb Cached SSD KVM.. should be around $4/mo if it's on sale.. not sure if you have to provide your own license thought.

I wasn't aware you could run Windows with 256MB RAM. In my tests Windows Server 2003 starts to become very unstable at any memory allotment below 384MB. I didn't even attempt Windows Server 2008.

I've have no issues with Windows 2K3 256MB RAM, I've had a server happily running 24/7 in BuyVM's Las Vegas facility, no instability, solid performance and it's running multiple applications. Response times aren't amazing, but I'm presuming that's because I'm RDP'ing via VPN from another continent.
You're probably right about 2K8 though, you really need 1GB to run that decently from my (limited) experience.
well I suppose it depends on what you have running but if I recall windows ran pretty good in the ramnode 256mb cached SSD KVM, I had one with sonicvps and buyvm as well they were ok but can get a lillte lagy at times but I suppose cause of the SSD cache, windows ramnode worked really good!!
