Currently we need for a Dedicated Server based in the UK, closest to Manchester the better, on quite a flexible budget, Here are the minimum specs I'm looking for:
At least Quad Core
At least 8GB RAM
At least 100GB Disk (SSD Preferred)
At least 1 IPv4
At good Network Uplink Speed (100Mb minimum)
Good Service & 99.9% up time

Jokes aside, the vast majority of traffic routes through London in the UK, meaning that it's more expensive to connect the further away of London you get, even though the property prices are cheaper - datacentre will have high operational costs regardless of it's location.
If you need cheaper price and still good connectivity to Manchester - you need London.
Before Telecity and iomart went on buying sprees, Manchester was a lot cheaper.
Anyway, Clouvider at £35/month is a steal. You should get that
