Latency vs Uplink

So, I've been thinking for quite some time to build a video tutorial site or sth I like that.

Even the nearest servers accessible to the target audience have pings of 200 ms. For european/american audience this must sound huge I guess but its normal here.

So I have a question, I can get some really good servers with much bigger uplink speeds but they are a bit further away thereby adding to latency. The difference between the uplink is tenfold.

With a bigger uplink I can cater to a bigger audience but what would this mean in terms of actual video streams, the network quality here which is just ok at best will also add to retries, etc.

What do you think is the better choice ? & wt significance does latency have in all this. Any pointers?

This is being done on a budget, so expensive options are not welcome.
