I'm actually using one of their plans (with SSDs though) as a Windows remote desktop and it's fast and fine, I get 600Mbps+ network speed regularly.

I think your budget is rock bottom and you won’t get anything quality for it, if you increase it you stand a chance with a VPS and if you at least triple it you stand a chance for a goodish Dedicated if you’re lucky to catch a promo.
