I checked for many times,and enable from Control Panel for many times.

Now # cat /dev/net/tun
cat: /dev/net/tun: No such device

still.

What should i do?

#mkdir -p /dev/net 
#mknod /dev/net/tun c 10 200 
#chmod 600 /dev/net/tun

I would recommend opening a support ticket with your provider, if the VPS is an OpenVZ one.
