alphavps: bandwidth is 1 TB; not ok.
clouvider: cheapest plan is 9.5 pounds per month, no bandwidth info. I am sure thaqt cheaper is possible.
VMhous: cheapest with 2 TB BW is 3 $/m. This is acceptable. But I will wait for possible offers.

I'd say that 3 USD/month for 2 TB of great @Clouvider traffic as offered by @vmhaus is a great deal. When using it to surf the web, you'll love the good network mix (as I do for my own 6in4 tunnel broker service).
ArubaCloud could be an alternative. Their smallest CloudVPS includes 2 TB traffic and costs 1 EUR/month when chosing IT or CZ datacenter or 2.79 EUR/month in their remaining datacenters including GB. From my personal experience their network is okay, but not as good as Clouvider.
2TB is a lot for a personal VPN, do you really need that much, or can you scale it down a bit? Do you need a dedicated IPv4, or would NAT suffice?
I'm not sure on Germany (being "closer" to Turkey than UK but not an English speaking country by default) but I posted this comment earlier today on the Hetzner cloud VPS. If the country-language barrier is not an issue, I think it's a good option for you.
I can do a 512MB KVM with 50GB RAID10 Storage & 2TB Bandwidth in UK for $24/year. Just PM me to order.
In fact I am just speculating. I was using a server with 250 GB BW for VPN; but I had only 16 Mbit ADSL connection with 150 GB monthly quota at that time.
This year infrastructure in my neighbourhood upgraded; I have a 32 Mbit unlimited connection now. I don't know my exact usage amount; but for last 2 months I've used more than 250 GB.
In Turkey, even Wikipedia is unreachable without VPN. So it's always open.
I am calculating BW as (in + out). Is it wrong?
I prefer a yearly payment, set-up and forget type VPS for VPN.
If you are interested in using us, I will gladly bump the BW to 2TB for you on our 4G plan. Got plenty of spare BW in the UK.
