For VPN and transit use. OVZ is OK but KVM is preferred.

128MB RAM, 3GB HDD, ~100GB monthly data would be enough. And it is better to have an IPv6 address.

Can pay anually. Any great offers?

@onacloud seems to do stuff for 48 aud/year sometimes (=38 usd/year). Maybe they can do smaller plans as well on request.
