    The GFW works fine inside China, it is hardwired into the Netcom and Telecom city/district cores - This is for IP and Port blocks as well as low level filtering (HTTP strings) but no SSL MITM, Packet RSTs, VPN DPI (and VPN decoding, where possible/PPTP), done directly on ZTE (Juniper, Brocade in Beijing) BGP capable routers where transit ports for companies are delivered as well censored.

    The deeper things are done on the external BGP borders, usually located in Universitys or CNC/CNT datacenters at fiber entry points (Shenzhen, Shanghai, Xiamen, Beijing is an exception as the cores run there for CNC/CNT exchange and the government etc.) - This is usually the last hop out of China and the First one in China.

    These also do heavy DDoS filtering there i assume.
