Well, Bank of China and China Mobile are owned by the government.
Having said that, they own a decent chunk of Alibaba too...

That's a bit harsh. Even non Chinese people sometimes have family, sons, daughters, there who they want to visit.
Yes, even if it's not directly owned - they'd still have an official agent involved.
