Could OpenVZ modify TCP congestion window size or it has already done?

I read something here:
https://developers.google.com/speed/docs/insights/mobile

First, ensure that your server is running an up-to-date version of the operating system. In >order to benefit from the increased initial TCP congestion window size (IW10), you will need >Linux kernel 2.6.39+. For other operating systems, consult the documentation.

You can't change system time with OpenVZ; I'm not sure why you'd think that you can control such things yourself.

Open a ticket with your provider, or find a service which doesn't lock you to the shared kernel.
