I don’t think you can find something cheap in Asia, especially with windows. If you really need it to be in Asia, there is Vultr. If not, get vms from West Coast location : https://buyvm.net or https://virmach.com . For Virmach, you can still use one coupon for SSD4G which will lower it to $7 or something if I remember right.
do linode vu and then upload your own windows ISO,
or gigsgigscloud hongkong W series , that included windows license i think
just buy ovh vps, then install windows server
