Renting a rather cheap dedicated server or VPS

I am looking to rent a rather cheap dedicated server or VPS who is okay with Plex streaming. It needs to have a decent connection to Australia (Test file download would be fine to verify), at least 15GB storage space, 2+ TB of BW and 2-4GB of ram. You must be comfortable with Plex sometimes using up to the entire cores allocated for the VM/Dedi.

Looking to spend up to 20 euros a month for this, let me know!

    Do they care about the occasional CPU being maxed out?

    16.1 Vultr does not impose hard set limits on each account's system resources. We do not actively disable accounts until they greatly exceed an acceptable level of usage. There are numerous activities that could cause such problems; these include: CGI scripts, FTP, PHP, HTTP, etc. Vultr will advise You of a temporary block placed on any account found to be consuming an inordinate amount of system resources, to the point of degrading overall system performance.
