They are somewhat funny in my story. After wable changed to hourly billing, their system won't allow you to pay if the bill is less than 1$.So they terminate my account for not paying the bill.

It depends. Pulling a "here's credit to purchase something more expensive" is much different than "here's credit that you can use to re-order the same service in a different location at the same price". In some cases I'd prefer account credit over just telling me "your service is moving here" so I can downgrade if needed since my resource needs sometimes depend on the location.
