windows 2016 server ::: ipsec block all except defined ip's

hello

I would like to setup an ipsec policy on windows 2016 server. I would like to filter all inbound and block them except for certain ip's. Outgoing should be permitted.

examples with Netsh or Powershell would be wonderfull :)

thanks for any directions.
