As others have said, VNC Server + VPN.
This is great if the remote computer's owner has some tech competence though. Not too sure about any suggestions for the average user, but for ease of use I guess I would also recommend chrome remote access.
(Although if you can, VNC in my opinion would be better, no 3rd parties to worry about!)

join.me is normally pretty good, Its a bit more lightweight then teamviewer not as many features but seems to be ok.
Tried join me today and not sure what is so great about it? Logme in is slow internationally too.
I have one doubt.
To use TeamViewer you can use it without install in a PC (assuming you do not have admin privilegies). I problem I could see these last months: a few networks have BLOCKED teamviewer.
How it the difference in this case (block) that Remote Utilities has in comparation with TeamViewer? Is there any way to by pass it in a port 80?

join.me is a pretty good alternative. Works well and we've used it as our main remote access to client pc's for a while now. You should give it a shot
But the join me free version does it allow remote control for another person's PC?

There is no "Thank you for using blabla" window left on the remote machine after you close the session.
we use AnyDesk at work. you should check it out. its free too.

Why not VNC?
As an alternative to Teamviewer, you may try a R-HUB remote support server. It works well.
Unless they have changed it recently you should be able to go to your network config and change your mac address to get around that.
