    PGP key formats and message formats are Internet standards - anyone can download the specifications from the IETF and build their own PGP equivalent, and test their new products for interoperability with PGP and GPG. GPG is open source. PGP publishes their source, too. (Although lately, not in a timely manner. This is a starved for resources issue where nobody cares to bother with it at Symantec, not a back-door conspiracy.)
