cli based vps management

Does anyone know if there exists a vps control of sorts that's done via cli menu type system?
Something that can be used as a login shell replacement preferably. You know, so you can give this shell to a user, and when they log in, instead of a normal shell, they get a menu with things like, re-install vps, enter vps, serial console, etc?

It seems like this is something that should exist...and I vaguely remember seeing something along these lines at one point. Just don't know if it was a custom thing, or if there is a general product like that around.
