Linode and vultr is very good , but they server price start with $60. at scaleway you can get a server with $3.
You can get a VPS for $2.5/m with Vultr. Having a dedicated ARM server isn't really, well, useful for most. If you're fine with that, wait for the next Atom sale on Black Friday.
I've C1 and C2S servers. c2s at €11.99. so its a faraway from $60
The c2s uses an Atom C2550 which has 4 cores. Right now the closest you will get to the same kind of deal using the same network(online.net) will be from oneproviders c2350 12 euros a month vps.

It has 4gb of RAM but you get more disk space, either 128GB SSD or 1000GB HDD, and it is local so none of that SAN shit.
