A colleague of mine is searching for a VPS with low latency to Amazon's
EC2 us-west-2 in Oregon for his Twitch Chat Bot.
He's asking for
1-2 cores
KVM or OpenVZ
At least 8GB of RAM
10-20GB HDD
At least 100mbit/s shared
1 IPv4 & some IPv6
Location wise anything with low latency to irc-ws.chat.twitch.tv.
The lower the better. - And great uptime is the key.
Budget: up to US$10 monthly

Should be a couple Seattle-based hosts that may work around here. @Awmusic12635 (ImpactVPS) has servers in Seattle -- good service, support and uptime.
There's also @IonSwitch and @SpartanHost. But I haven't used their services before so I can't attest to their quality.
For clarification, this twitch bot needs 8GB of RAM?
I personally don't think so, but he told me RAM would be
more important to him than CPU power.
AFAIK he's using some free cloud VM with 16GB right now,
but I'll ask him to log into it and show me tomorrow as he's
already asleep right now.
The only thing I know is that he's using node.js for his bot.
