Can a few people in UK ping and trace route the following IP 198.24.166.26

Can a few people in the UK ping and trace route the following IP 198.24.166.26 and also write which ISP they are with (unless they don't want to reveal that info)

I am getting crazy pings 180ms->400ms with Sky broadband! Trace route shows level3 pretty much all the way so don't understand why the pings vary so much!
