To sign up (they offer a 15-day trial on all plans) you need to use a JP name and address, but as far as I know they don't care about what you put (trials are activated manually, and they activated mine with blatantly false info). So you might get away with it.

I'd say non-JP people can sign up, but you probably won't be able to get any support from them.
