I was using VMLine for more than year. Exactly, their cheapest plan (14.75 PLN ~= 4.7 USD). Support is simply awesome. Additionally there are no restrictions for what you can do on server unless you don't violate polish law. Sadly, at least their cheapest plan has poor disk performance.

I can recommend you biznes-host.pl. I have their smallest vps since ~ 1.5 years (532 days). They monthly prices are not that lowend, but they offering huge discounts when paying at once for longer period (50% for yearly contract). Openvz. You can get kvm but it costs 15 pln/month more if paid monthly. If paid yearly you also get 50% discount on that. Tun/tap is supported an openvpn is running.
