You know if you have guaranteed port, then the traffic you use is not relevant since guaranteed means dedicated. Dedicated means you can use as much as you want upto the bandwidth limit of 500Mbit.
The cost of 500Mbit varies depending on location, but if you are saying 'offshore' then it suggests you don't want USA or EU. Which means it would be kind of expensive. Probably above $1,000 + for the cheap stuff which would be mostly HE.net or Cogent.

No. At $7, you'll barely get 10 mbit/s from Cogent. That said, you'd be far from the minimum commit, so you're out of luck.

@randvetega Missed the off-shore part. Cogent is around a dollar/mbit on a 1gig commit
Not including any local loop or cross connect charges :-).
But even $1 /Mbit is cheap. Even in the US, it's not a ridiculous price. In Asia, anything under $5 /Mbit is considered crazy cheap and only the likes of Cogent and HE.net come close to those prices. You can get to around or close to $1 /Mbit on a 10G commit.
Realistically, I don't see an off-shore dedicated solution costing less than $1,000 and not being crazy oversold. $1,000 is doable. $500 is really a BIG stretch.
But the OP probably doesn't mean guaranteed/dedicated if they only need 3TB data transfer. That would be a complete waste.
Apart from this not being possible, 500Mbps guaranteed to where? People keep asking for guaranteed ports but don't specify where they want to upload/download to/from and then complain when they can't get more than 20Mbit/s from Australia.
Anyone can guarantee 500Mbps within the same datacenter, anything out of it varies depending on peers and transit availability.
