All I'm reading in OP's post is that it is slow, and that he has a suspicion it might be caused by packetloss.
I don't know you could be right, I dont know why anyone would suspect packet loss without actually checking for packet loss though, with that said when working on an IT help desk we did get a serious call asking where to find the "Any" key so they could continue an installation.
