1.What products are included in the SSD Cloud Server plan?
Elastic Compute Service and a Data Transfer allowance are included in each SSD Cloud Server plan. The Data Transfer limit is only valid for the month of purchase and is reset each month. Outbound data transfers in excess of your plan's Data Transfer allowance are subject to overage charges. Please see additional data usage fees here.
2.Are there any restrictions on users and purchase volume?
Each account user can have no more than 30 instances running at the same time. If an individual user has multiple accounts, only one account is eligible to purchase this promotion.
3.How many Data Transfer Plan options are there?
There are three Data Transfer plans: China Mainland, Hong Kong, and Outside of China. These three plans support regions as listed below.
China Mainland: Beijing, Hangzhou, Qingdao, Shanghai, Shenzhen, and Zhangjiakou
Hong Kong: Hong Kong

An ICP Filing is required for all websites hosted on ECS instances deployed within Mainland China. In order to purchase ECS instances in Mainland China, users are also required to complete real-name verification according to relevant laws and regulations in Mainland China.

Please visit the ICP Filing Application page. Due to registration, auditing, and other requirements, the ICP Filing Application page is currently only available in Chinese characters. Maybe it is the best plan in SG for Chinese user if the port speed is acceptable.

Nope, they will sum the overage bandwidth and send you the bill(The server continues working)
too risky, get DDOS'd and get a bill for $1000s
To tell the turth, they will cleanup the DDoS, if the amount is large, they will null your IP

Actually, abuse like DDoS isn't much related here.
"Flow-through service" was a quite common method used by small ISPs in China in previous years.
China Telecom (CT) & China Unicom (CU) are two largest ISPs in China. If another ISP, for example China Mobile (CM), transfers data with them, CM has to pay settlement fee to CT/CU. However, CT/CU imposes price discrimination: the ISP settlement fee is much higher than the network fee they charge DC/company. So CM buys flow-through services from DC/company to lower the cost.
Of course CT/CU are unpleasant and always try to stop such services. In January, MIIT, the authority in charge of telecommunication like FCC, published a notice which formally prohibited flow-through services (selling internet resources to others). Btw, recent news about China VPN ban was also triggered by this notice.
That's the story I know. Flow-through service is now illegal in China, so Alibaba Cloud includes it in its instruction.
But anyway, I haven't heard anyone banned from AliCloud (intl.) due to infringement of these terms. It seems only ECS in China need to be careful of these.
