Web development is pretty light, isn't it?
I'm looking for a portable and not-that-powerful laptop too, found this deal at Ebay: http://www.ebay.com/itm/HP-EliteBook-Folio-G1-Core-m5-6Y54-1-1GH-Win10-W0S06UT-ABA-NEW-OPEN-BOX-/262761123828
Powerful enough for web development, I guess. And it's beautiful.
I recently got a Dell XPS 13 and love it, maybe look for something refurbished (essentially new) as I got mine off eBay manufacturer refurb for roughly $680 USD ($846 CAD). 7th gen i3/i5 CPUs, great battery life.
You can even do web development on ~ $308 laptop

upgrade your ram to 8gb if required. (if using heavy ide such as phpstorm and opening multiple browsers for testing)
@MikeA Too bad the Canadian Rupee is so darn low right now. I believe that it's around $0.80 against each US dollar.
Worst part is, the $7 limit LET imposes = $10-12 CAD.
look on eBay for a refurb 2011 Thinkpad x220(IPS panel) if you want lightweight, or w520 if you need a desktop replacement ( 1080p panel option on w520)
They're very serviceable and parts are plentiful.
http://www.pricewatch.com I use this frequently and find some good deals.
