Not sure if @AnthonySmith has any space on the server to re-stock it any time soon, however https://clients.inceptionhosting.com/cart.php?gid=13 (LowEndSpirit) is all that I can think of that matches all your requirements.
Even when @AnthonySmith restocks LET offers, Japan is most often excluded. I talked with him about it the last time he restocked. I was really sad
Definitely go with him though if he chooses to restock. I cant remember ever having a vps with him go down.
