Vultr might suit you, I've been able to access Netflix on them before and they don't block any ports so IRC, etc will work just fine. I believe for $2.50/month (They have at least one US DC location that still offers this plan, used to be New Jersey, last I checked Miami FL had it) you could probably be okay. This would come out to $30/year though.
I'd recommend waiting until more LET hosts/providers reply with their own confirmed listings where it's 100% locked in

It isn't in the US but hostmaze.com has 100mbps with unmetered data transfer and advertizes as VPN, IRC, ... allowed. The cheapest VPS, (1,49$) It has an IPv4 and 2 IPv6'es.
