I know OVH is considering BGP sessions again as their support told me they "get a high volume of requests for this".
Even our national security agency published a guide about BGP best practices, so I don't see how it could be forbidden.

FR ISPs do a lot more than people think if you speak their language, a cultural thing.
Aside of this - no, there are no limitations at this time, you however as always put your network under the local surveillance laws which in FR are fairly wide in what things they allow the agencies.
Vultr Paris should be able to do BGP.
