Need help for choose server for my friend

One of my friends need server for streaming via plex for him self and 5 others.
He will upload movies and series to server and use plex media server on it so he and his friends can connect to Plex media server via web browser or app via mobile and stream videos.
I was looking around for this kind of spec:
Intel Xeon x3440
2.53GHz
16GB
5x3TB SATA2
100TB
1Gbps Full Duplex IMPORTANT
Budget is up to 125$/mo
And the ability to upgrade hdd on later time.

Usually if he does not share it with any other people than those 5 (and he trusts them) it's the same like Google Drive: Nobody will notice or care thus you dont need to luck specifically for dmca free. It is for a private audience so nobody is gonna sneak in. Ofc he can encrypt the drive if he wants. What people/providers WILL CARE about is if you tell them upfront you wanna do illegal stuff, what you basically just did (except you own the rights to all the media ofc). My advice: If you gonna do smth like this stay on low radar and keep your private things private.
Additionally, on the internet, when someone says "This is for my friend", it means, "It's for me."
Don't know about the DMCA part and it's no criteria been looking for at server providers, but at seedhost's regular boxes, Plex is included from some level on, so a dedicated from there should match your request most.

There's one available with 4x 4TB so 16 instead of 15TB of disk space and somewhat below your budget. Netherlands, LeaseWeb, great network. Though it matches your RAM request not too good, you might ask for them to do the upgrade.

Here is good solution. It is two different thing. Stream on plex so other frisnds can stream movies on their own home. And seed same movies to that private tracker who they are down from.

Back to your original post - a Xeon X3440 won't be able to handle 5/6 transcodes at a time, especially not at FHD.

Whilst a DMCA notice holds no grounds in the rest of the world - it's still a copyright infringement notice and should be seen as a standard abuse complaint. Whilst they're quoting the "wrong" laws in other countries - it's a pretty clear cease and desist letter.
EU has very similar law. That implies the OP is looking to host copyrighted stuff without licenses, that's illegal in most jurisdictions thus certainly not white hat ;-).
