Senpai is right. It will cost you more unless you are willing to settle for a shared 1Gbit connection.
I can provide you something in Ukraine for hosting streaming files/content but it will not be cheap but the network is rock-stable.
Took a look at Hetzner? They claim to guarantee 1 Gbit/s and their traffic is only 1.49 EUR /TB and with most servers you get 30 TB for free each month.
Is dedicated server required?

I think you should go on softlayer as they offer private connection but its not that cheap.
For 120$-$130 I'll do a 32gb Dual Xeon 3.0ghz server with the gigabit port, a 120gb SSD (A bit less than you requested, but we can compensate with an extra HDD), 15TB Bandwidth, /28 IPv4 and an extra 500gb HDD.
I can see if there is stock for a bigger SSD though if needed.
The location is Seattle. For a bit more we can add more IPs and if you want unmetered we can discuss pricing options for that.
