Storage VPS in USA

Hi, any good deal for storage VPS?

I prefer in USA, the option to use Windows and the provider must allow torrents (I will not abuse or use lot of resources, is for seeding just a few private torrents with a little group of people but I want good upload speed)

Right now I have:

wishosting (not really happy with the speed)
vapornode (seems ok so far)
host4fun (still checking the speeds...)
hostsolutions (waiting since May 31 for vps deploy...)

• I know these are not all from USA but I just wanted to try the service and speeds
• If is really cheap, it can be without Windows.

Budget between $5 and $10 I think
Storage between 500Gb-1Tb is ok
