Your best bet would be a Kimsufi / SoYouStart server.
I think @cociu might be able to hang some extra disks in his latest dedicated server offer for a small fee, but might need more ram.

With Kimsufi you have to make a compromise. However, there is SoYouStart https://www.soyoustart.com/en/essential-servers/ that have enough if run on Raid0.
Not possible for that much disk; you may consider to double your budget or shrink disk size requirement.
hetzner serverbidding. i7 920, 48gb ram, 2x2tb (raid0 possible) for 28 euro/month excl vat. Google says thats 32 dollar.
